It starts at that time, which is valid for the GMT+0 time zone.But if you are in Singapore or Malaysia that uses the GMT+8 time zone, then Li Chun starts on 4 Feb at 05:18:02. Why so, just add 8 hours to 21:18:02.If you are in GMT+7 time zone, then you add 1.If you are in GMT-5 time zone, then you subtract 5.Etc.

These are the things BaZi can tell, or was invented to tell. Having said that, a new Year has none of the fates above. It does not have ancestors, parents, spouse or children. It does not have a gender. It isn't born. It does not concern itself of fate like a person does.
