此卦丑土财动，化出午火子孙，上半日虽晴，常有浮云掩日，至午时之后，满天红日无云矣。
This hexagram has chou wealth moving [yao ] that changes to wu fire offspring , first half of the day although clear , commonly there are floating clouds covering the sun, but after Wu time [11 - 1 pm ] , all sky haven't any clouds .
故财爻虽主晴明，不免无云，必至午时而见子孙，始大晴也。
Therefore money yao although indicate bright and clear , inevitably no clouds will certainly start when wu time arrive and seen offspring, then major clarity of [sky - weather ] is also.
官鬼雷霆雾电。
Official ghost is just a sound of thunder.
官鬼，乃父母之元神，动则生父，故主雷霆雾电。
Official ghost, in case of Parents yao as source God [yuan shen ], when moving then produce Parent Yao, hence indication of sound of thunder.
或为黑云，或应雷电，不拘春夏秋冬，不可执以为雷霆雾电看，浓云黑雾者亦是。
Perhaps some black clouds, maybe there is a thunder and lightning response, not stick to the four seasons , and don't make a conclusion when [there is ] sound of thunder, to [deceive you by ] some black cloud mist .

FYI. My translation of the case study using the 1691AD version of Zengshan Buyi (ZSBY) (see ZSBY-10 pdf in XXX):

如酉月乙巳日。占本日陰晴。得升之恒。
Example: You month, Yi Si day. Divining about whether today will be overcast or sunny. Obtained Rising [E/X], then Consistency [T/X].

This gua Chou earth wealth is moving, changing out into Wu(h) fire Son-Daughter. First half of day although sunny, often had floating clouds covering the sun. At Wu(h) hour and after, filling the sky was a red sun [i.e. bright sun], no clouds.
所以財爻雖主晴明。難免無雲。必至午時而見子孫。始大晴也。
Therefore, Wealth line although indicates sunny and bright, it is difficult to escape being without clouds. Certainly at Wu(h) hour, seeing Son-Daughter, start of very sunny weather.
