The way entombing works is quite complicated in Mangpai. However, that is indeed the rule in Mangpai: when many Water go into Chen Tomb, the San He does not occur.  Just to clarify, what I mean by San He is the full San He of Chen-Zi-Shen.

Because DM combines with Jia Chen.

You have found a weak point of his chart .  But it's not a really negative point because DM sitting on Chou is solid. 
And anyway LP Yi has already passed long time ago.

I thought that Ren producing Jia can mean that he was wealthy before he went into politics or that wealth helped him to become a politician.

Ren does not do direct work, but Ren producing Jia gives supporting strength to Jia (Power).
Chen is Wealth Tomb, and Ren "comes from" Chen, so his wealth comes from Chen.  Chen is the Year Pillar, so his wealth comes from government or large institutions.  Apart from the government (as Prime Minister), he has also obtained wealth from large (state-funded) universities.
