Sacrar, this is a Fan Yin hexagram.  Fan Yin: You --> Mao, and Hai --> Si.  Things will turn out contrary to your wishes.  Fan Yin occurs in the outer trigram, so the bad thing occurs in your country, not with regard to yourself.
This part indicates that it would be longer than expected (Fan Yin), and indeed the quarantine had been extended from the previous deadline (when you threw the first hexagram). 

Since there was a change brought by this extension, in this case another divination was required.  When I have the time, I will look at the second divination/hexagram.  I have a created a Part 2 for that.

The other day Xu are the 25th of April, 7th/19th/31 May...
Kids are today allowed to play outside for one hour a day while accompanied by an adult.  Today = Sunday 26th of April. 
This is the first time in over six weeks after the government announced a relaxation of the strictest confinement measures in Europe.

Yes it has been, but the day it has really been allowed to kids is the sunday 26th, Hai water (pig) . Is contemplated in Liu Yao in the calculation of time after the Prediction?  Later or close day I mean.

It is not exactly Xu day, but it's close enough. 

If an obstetrician predicted that your baby would be delivered (non-surgery) on 25 April, but then the baby was born on 26 April, would that be close enough?

I also predicted something that would happen in Chen month with Liu Yao, but the exact happening date was 3 April or so.  That was still Mao month.  Looking back at the hexagram, Mao month would not have made sense.

Frankly speaking .. when try to calculate the exact day of an event after a divination ..even if we are not exact nevertheless we are just so close ..!!
There are many reasons don't be up to the day ..
1. ...due to weekend .
2. .. as Jlim pointed in

On this case we are guessing with approximation .. !!

I have the book.  Right, she advises using Chinese lunar calendar and adjusting to Chinese time. Personally I prefer true solar time on the recommendation of those experts who know the matter, but I do not know precision differences between one system and another.
I do not recommend the lunar calendar.  This is just one case where this calendar does not work.

If we used the lunar calendar for this hexagram, then 26th April would be 4th day of the Si month, instead of the Chen month.  As I analyzed in the earlier posts, the release of the quarantine would be in Chen month (which has happened).  Today, we are still in Chen month.

As for adjusting to Chinese time, that would require Sacrar to add 7 hours.  It may or may not change the day of casting.  I have no way of knowing, because the program by @Gmuli does not show the time of casting, which I wish it did.  Gmuli, do you think you could add the time?  I know very few Liu Yao users use it, but I do use it for something else.
