Does the original hexagram influence the second hexagram?

Hello everyone, I have a technical question.

In this query I asked if there will be any selective confinement (lockdown) due to covid-19 in my area, as there are rumors about it.

Doubts:
- The original hexagram has an influence on the second hexagram? that is, if it is capable of imposing some of the relationships of the Wu Xing (sheng, ke, drain, etc.)

- Can L3 Wu Asset overcome (ke) You Parent?
- Can L5 Xu Official overcome (ke) Hai Sibling?

- Or does only the second hexagram influence the first one?:

Ke= red lines
Sheng= green lines

I don't think is a matter of which Hexagram influence what ..rather I think is a matter of lines ..!!
@firelink you are on the same track with my opinion !!  ...

BTW On this 2nd Hexagram 3rd moving line has not any strength from month and day so its changed ĺine has not have strength also to combine,   support,  or to destroy any other lines ... further more on fire original line that destroy changed metal line ..

I had doubts because I am often puzzled by Changed Lines that have no effect on their original line, and it is difficult to have a criterion for associating them with the other lines.
