Rob Wealth can indicate a persuasive speaker, but not in this specific configuration. 
I wouldn't be able to say that he's a good speaker at all from this chart.  This seems like a very serious person.

I suspect that the hour is not correct.  Recently I had an experience where a person had said that his birth hour was XX:55 but then when I visited his home and was shown the birth certificate, his parent apparently had written the time of ZZ:55.  ZZ = XX+2 hours.  He got the minutes right but not the hour!
