The way we see it in Mangpai is setting the Hour where You Metal is controlled. This can be done, for example with the Ding Si Hour. Mao, Si and Wei form a Wood, Fire and dry Earth gang to control You Metal. You Metal represents Resource, which I prefer calling it "Seal". Seal can represent - among other things - a mark of power, so she gains power.
Gui is also controlled by the whole chart, mainly through Ding clashing Gui, where Fire belongs to the stronger gang. Gui represents her peers, so she commands people who used to be her peers in the government.
LP Wu Zi: Wu Earth as Officer "arrives", which combines with Zi and Gui. Zi swaps images with Gui, the peers. So, this is the LP for her leadership power to arrive. How is You (Seal) controlled? Wu Earth swaps images with Si, which in turn controls You.
Note that that is only one possible hour. I don't know her well enough to be certain that this is the hour, will need to check with other aspects of life.
