Chart as attached.
As water daymaster, you corresponding career element is 己 or 戊 earth for the stem row and 辰, 戌, 丑 and 未 earth for branch row. Corresponding wealth element is 丙 and 丁 fire for stem row, 巳 and 午 fire for the branch row.
Your natal chart does not contain any earth elements, so you will need to wait for earth to come into your chart to experience an increase in career luck.
From 2004 to 2023, your 10-year luck pillars did not bring you any career luck, so these 20 years, if you are employed, you might feel your career lackluster or experience pretty flat. Of course there are specific years which bring earth elements as well, but they will feel random and short.
Lucky for you, the next 10-year luck pillar, 2024 to 2033, is very strong in earth on both stem and branch, so if you put in effort, you should see healthy career growth. If you are unemployed and looking for a chance, this period will be good as well. 2034 to 2043 will continue this career luck but reduced (earth in stem row only).
Some things to highlight though: the 巳 and 寅 in your chart forms a harmful relationship. It suggest a personality that is a little nosy, yet a little cold and uncaring, tendency to argue over right and wrong and tendency to offend others through words. Not sure if any of these apply to any career problems you might be facing…hopefully not. But if correlated, then take note.
Wealth-wise, you possess a healthy amount of fire element in your chart already, but if you are looking for more upside, you have to wait till Luck Pillar 2044 to 2063. Current immediate upcoming Luck Pillars does not bring fire. However, just like for career element, sporadic spikes will come through the years, i.e. 2026 is a very strong fire year, so I think you should be able to capitalize on it for wealth growth.
But if you are asking specifically for more money, then you might not just want to rely on wealth luck alone. Money comes in different forms. If you wish to see an increase in income from employment, then you have to refer to career luck instead.

Yes 2004 up to present it has been very tough career wise, no matter how much effort I put into what I am doing it’s hard.My career is not doing so well financial side is also affected.Money comes, then it goes.
I will do my best in the next years to come, to work even more harder and hopefully get ahead.

I don't think your chart is suitable for earning money or hard work.
For leisure and shopping, it's great... but then you will have money problem if not careful.

I wish I can just go for leisure and shopping.Financially struggling to support family and working hard to buy what I need.For my age no savings and it is quite frustrating.
I am working for government (Pathology).
Can you please tell me why my chart is not suitable for earning money and hardwork?

I think suitable jobs for you should be less demanding. Government jobs could be a good example. Generally, the pressure is far less demanding compared to private sector. But I'm not sure about clinical pathology, whether it has mild pressure and good enough reward.
Do you have good luck in career or anything during 2019, 2020 or 2021?
Your chart needs more supporting element, particularly water, to control your fire (wealth) from harming your metal (resource), which make your chart weaker.

2019-2021 career was actually really good this is where I got the job at the government sector.
And when applying for a job I get an interview and or job offer.
At the moment our department is not so much pressured.
Last year and this year water element,very sad moment of my life my mom and mom sister passed away in less than a year.I suffer mentally,and financially because of that.
So I am hoping before this year ends at least something positive is gonna happen.

2022 and 2023 have stronger wood energy (wood branch is more powerful than water stem).
2019-2021 have stronger water and metal energy, especially 2020.
Generally, you should be luckier near the end of the year. November and December are water months, preceded by metal in August and September.
Beware of annual/decade pillars with hot branches (fire, wood). Good luck can be expected from cold branches (water, metal). Wet earth like Chou, Chen and dry earth with metal like Xu should be good as well.
However, Chen/Dragon may conflict with your next decade pillar (Ji Chou/Earth Ox) in 2024. You had similar conflict before in 1997, Ren Chen decade pillar vs Ding Chou annual pillar. Did you have good luck that time?

1997(Ding Chou year)I was 11years old at this time.From what I can remember I was sick alot.Then travelled to see my mom to a different city,I cannot remember much.(Ren-Chen Years) it was actually a mixed result a lot has happened during this years (painful and sweet memories).
I am feeling hopeful towards the end of this year.

I guess Ji Chou years will be similar to Ren Chen years, but more to the better side. You will notice more improvements than setbacks.
From 2034 onward, the energy your decade pillars will be colder, where water and metal are strong.
These incoming decade pillars are the same as your annual pillars from 2004 to 2009. If you had good luck during those 6 years, then I believe your life actually gets better in the old days.

It is "weak", not useless. During bad periods, a weak element might become useless. During good periods, it is finally useful.

But they're in conflict with each other and fire is the stronger element.

You have incomplete fire 'punishment' in your chart (yin-si-shen), because the branches are not side-to-side (separated by day pillar). But I think it's strong enough to deal some damage on your metal, the intended target of fire punishment.
So, you need help from colder pillars to reduce the severity or even turn it into something beneficial.
