Title: Will she be able to receive her house soon or not?

Hello dear masters,

I have a relative and she applied to obtain a house through the subsidy but so far she hasn't received her house.
Will she be able to receive her house soon or not? Also, she can ask a person for help but doesn't know whether this
person will be helpful to help her or not?
Her DOB is: 3rd september 1946 at 5:30 am
己庚丙丙
卯辰申戌
and her possible helper's DOB is Male 12th may 1968 time unknown.
