My idea is that the timing factor comes from Hai "holding" Yin.
Sure, if Shen day comes, Yin will be clashed and Hai will release it.

Logically, in Si day that may happen as well, although not sure.

However, if the Hai month turns to Zi month, again there will be no Hai holding Yin. So it would happen on the first few days of the new month.
