Look @Sacrar ..
Isn't sufficient Hai fushen to come out due to only support of day branch shen .. If a moving line or month branch teem up their force could produce Hai water .. then Ok .. fushen Will Come out .. but on current hexagram isn't

Yeah, it seems to be a question of balance of forces. As JLIM said in another case the result is finally not viable. Fushen Hai is clashed by month, then maybe that makes a difference.
