Official or Parents as worries and problems

It may be thought that the Officer's concern comes from pressure to control others; this may be the case for a manager with a lot of responsibility. Instead, the Father's concern is more of a paternalistic type, derived from caring for or protecting his subordinates (Offsprings). Depends on the type of worries.
While Officer in exact translation in some systems can show a government official, in practice Resource handles paperwork and Bureaucratic problems.
If we look at Offspring as freedom, the Resource will take that freedom away.

So the more secure we are, the less chance we have to do what we want to do. The popular old problem of security vs freedom.
If we view the Resource as related to papers, the "worry" there is more of a annoyiance from too much protection/slowing down.
Very different then the worry connected to Officer, in real life for example what may come from illness.

How to figure out what will represent worry... If you aren't sure what type of "worry" falls where, ask in reverse - "will you be happy if..." then look what happens with child instead.

I currently have two bibliographical sources that say that Children/Offsprings can represent Security (or safety) and Stability. One is Alex Chiu on his website whose quote is as follows:

The K star stands for stability and safety.  That's why the K star is also known as the happiness star.  If you got a K star sitting on the self line when you tossed the coins asking about your disease, you will soon be cured.  The K star also represents children because your children will take care of you when you become old.  Who is going to send you to the hospital when you feel ill?  And who is going to provide care for you when you become old?  That's why the K star also represents your children.

The reason why the K star kills the R star is because the R star represents danger and advanture.  Stability kills danger. If you are a very careful person who stays home everyday and has no guts to go mountain climbing or even go traveling, how can there be danger?

The other is a book in Spanish, "El Entramado del tiempo" by Ariel Miranda, which lists associations for Children/Offsprings, among them it says explicitly "Stability and Security/Safety". This author I think is also based on Chinese classics like Alex Chiu, I guess mainly Wild Crane and also some things derived from Bazi.

However, for Parents they mainly talk about order and organization, fame and reputation, worries, fears, problems, "what's already established", "what's already there", somewhat complex, etc. but they don't associate it with stability or security, that's why it struck me that you seem to suggest in your post that Parents can represent some kind of security or stability, maybe derived from that "order and organization" that is usually talked about, and also official documents and diplomas, since those documents somehow also protect us and provide some security/stability, besides fame and reputation.

I agree with what Gmuli suggested that Parents can represent security and stability.  As a child, your father and mother are those who take care of you, give you comfort (security) and provide you with a home (stability).   When you become an adult and leave your father and mother, you "make" a house for yourself, and a house (or household) is also Parent.  You want that house to give you security and stability.  If you look at Feng Shui cases, then typically the Ten God for a house is Parent.

When you work in a company and report directly to a supervisor, that supervisor is your "parent".  (S)he is a person who gives you job security and facilitates a stable stream of monthly income.  I have used the Parent line for supervisor in many hexagrams.  An example is  Real case : My wife has some problem with her Boss !!

I understand his doubts. Typically, I would not assign Offspring as security or stability.  I have children, so I know how unstable they can be  . However, Offspring can be the Happiness Star
