I did some research and discovered that the last time this occurred was February 16, 1782. On this date, The Contract Between the King and the Thirteen United States of North America was signed at Versailles on July 16, 1782. In that contract, the United States agreed to pay back the loan it received from King George III (18 Million livres (French Pound during that time) which is equivalent to roughly 328,547,442.60 USD today. He gave the US 12 years to pay the loan off starting January 1788. The contract works other payment reconciliation between the US and other nations which is interesting when looking at what happening today.
Back in December Biden signed a short term bill to fund the Federal Government until 2/18/2022. You dealing with same matters, of loans, collection, etc. Any thoughts?
