It's very hard to guess marriage because oppurtunity for marriage show's up throughout life, if we already married it's can we remain faithful, singles could meet someone but might not be able to seal the knot.
So major oppurtunities that i do see, is around 1998, 2007-08. Biggest chances for marriage my guess are these years.

Interesting 2009, i used vedic astrology transits 2007-2008 was going through 7th lord dasa from Ascendant and sub-dasha of 7th lord from Moon. Usually strong signal of meeting someone and marriage. Yet when it comes to Astrology it indicates the Astrological marriage time, can be different from when the Papers are signed. Astrological signals of marriage can happen when the couple start have sexual relationship. When they start coupling. Nowadays people can break-up but astrologically it could still signal marriage. That is why even in bazi many bazi charts indicate early marriage but in reality the person only have relationship for a while. Usually more then 6months. That is why it's hard to predict because relationships need to not only form but hold.

Did couple live in together before marriage? 09 and 06 looks like both men related. But 06 penalty so cannot marry I think, so happen in 09. I think that's how mangpai view is here.
