Your analysis is near perfect ...  up to the point...!!!

This case example has special characteristics ..

The diviner  (Fortune teller) is a responsible person (he was paid for this desiphering Job) .. so he must give an exact answer to his client...
Well ... what You could answer to this case ??..

I think he may not succeed in pursuing this money.  I also like the analysis of Dao in Reply #1, and agree with it!

Here is my own take on the case:
1.  Yong Shen is 2nd line Chou, and not 4th line Wei.
2.  Chou as Wealth is in Void (Kong Wang)
3.  The wealth he's pursuing may be related to high-value or prestigious property, because Chou is
     - located on the 2nd line
     - it combines with Parent line. 
     - it comes with Qing Long (Dragon) and is strong by Month.
4.  Wealth has no support from Offspring (Kids).  Si Fire changes into Zi Water, which is changing into Void.

Note on 1: Tientai selected Chou as the Yong Shen, which I agree.  Question is why we select Chou?

[In !! ] Jing Duan said: [Even ] Wealth not have Qi , does not have to worry.
彼问：何故？
One said: what is the reason ? [why ?]
余曰：前卦丑财虽空有气，后卦子水财空伏于五爻未土之下，
Yu said: in the 1st Hexagram Chou Money although in Empty days Have a Qi, on the 2nd Hexagram the Money is also in Empty days and in Hiding Spirit Fu Shen with Zi water under 5th yao Wei earth [Fei Shen].
伏而又空，空而被克，知其无财而无疑也。
In Hiding Spirit  and in Empty [days],  Empty [days] and covered by a subdue [from Fei Shen Wei -earth ] , be aware  that there is no Money undoubtedly.
后果毫厘未获。
After [ Emptiness !! ] one chance in a hundredth [to allow ] Wei - earth to obtain [wealth] .

I don't agree with the author's analysis that the divination must be repeated in such a case of Empty (Kong Wang).  This seems to "refuse" what the Universe wants to tell the diviner.  What about QUIZ 11- ...DIVINATION ABOUT SONS ILLNESS where the Yong Shen Offspring line is in Kong Wang?  No divination was repeated!

I would agree with @JLim ... if this law was just only for these cases ...
But I will borrow a law of A.Chiu that is saying : " If both J and U are empty, and both are not moving and was the first toss, your wish cannot come true. .. If only one of them is a moving line, the connectivity is still bad."
( J = Self line  /  U = Other line  )
So does the Liu Yao fortune teller on quiz 12... he decided to make one more try to toss the coins..

On the case example 11 there's not Empty Days on any Self / Other line ... and the outcome process is obvious ...

Here is my own take on the case:
1.  Yong Shen is 2nd line Chou, and not 4th line Wei.
2.  Chou as Wealth is in Void (Kong Wang)

Only one correction, second line comes with vermilion bird, not Qing Long. Money earned with verbal ability, I don't know what kind of business it can be ...

Yup, it should have been Bird.  Note also that Wealth combines with Parent line Zi.  Both Parent line and Bird represent message / news.  In modern times he may run a public relations agency,  or social media marketing company.  It's also because the hexagram is called "Dwelling People" or "Family Members".

Later gua Zi water wealth is void and hidden under 5th line Wei earth. Hidden and also void. Void and is countered. Know that [situation is] without wealth, no doubt.

果後全無。
Result: Later, all came to nothing.
