there is not enough description for the case.  Since mother is in kowtow (kneeling down), I presume this is asking whether or not the younger brother will not be punished severely. 

Younger brother seems to be in a very serious trouble.  There is a one-time opportunity where somebody or a situation allows him to escape severe punishment, and this involves some money bribing.

1.  Fourth sibling line 丑 Chou Earth is very weak by Month and Day, because the Month and Day are both Mao Wood.  Younger brother is in serious trouble.
2.  丑 Chou Earth changes to 午Wu Fire, and Wu in turn produces Chou.  This is a good sign
3.  Sixth line 酉 You Metal moves secretly (hidden movement).  This represents a beneficial person or a situation.
4.  You Metal that moves secretly can overcome Second line Yin Tiger, because Metal overcomes Wood.  Second line is legal case or disaster, so it's good to be overcome
5.  This is a one-time opportunity, just don't let it slip away
6.  Back to 2: 丑 Chou changes to 午 Wu, and then Wu clashes First line Zi.  Zi comes together with Serpent.  The overall meaning of the whole thing: the querent or their mother loses money to save the brother.

This case is just one example where 六害 Liu Hai or Six Harms are not applicable in Liu Yao.  If Liu Hai was applicable, then Chou changing into Wu would instead have a harmful implication for the elder brother. Especially since Wu is well supported, by Month and Day!

But I definitely use Liu Hai in Bazi (Four Pillars)
