Chart is plotted the mainland Chinese way from Year to Hour (left to right)

This is an Officer Commanding Wealth chart structure. 
1.  There is one Officer Wei, and two Wealth Ding and Wu.
2.  Wei is controlled, but not completely (well) controlled.  Shen-Zi Water gang controls Wei, but Wu and Ding produces Wei.  Ding, Wu and Wei are all seen as "Wealth".
3.  Wei is in the Host location.  Ding is also.  Wu is connected to Hour Pillar, through Wu-Wei combination, or swapping image with Ding.
4.  Commanding Star is Wei, and is located in the Host location.
5.  LP Hai, Zi and Chou continues to control Wei Officer. 

Indeed at the end of LP Ding Hai in 1961, from his investment business he already had USD 10 million (converted to today's USD).  That was when he was only 31 years old!  He continued to accumulate millions till he became a billionaire.

2.  Ding, Wu and Wei are all seen as "Wealth".

In Buffett's chart, Officer Star (Wei) qualifies as "Wealth".  Based on Mangpai theory, such an Officer Star gives the greatest amount of wealth.   

How can Officer Star be considered to represent money?  Because Officer is a Star that is produced by Wealth Star.  But of course, to qualify as "Wealth", there are a few requirements.  Not all Officer Stars represent money, in fact, not many of them do.

But wealth in hour pillar is considered as small amount ?

Ding also swaps image with Wu in the Year.

If wealth at hour pillar is small amount, which pillar is very big amount? Its year pillar? Continue to month pillar after that day pillar?

We see this clash as a controlling clash.  When Output is controlled, the person is also smart.

The Three Nobleman Stems as in 三奇貴人 San Qi Gui Ren?  天下三奇甲戊庚 - Heaven Nobleman Stems Jia Wu Geng
If he was born at Wu Shen hour, I take it that you consider it valid with the different order of Geng Jia Wu (Year Month Hour)?

Yes I was referring to 三奇貴人 - 天下三奇甲戊庚.

I don't follow any order for Jia Wu Geng, realize all are strong individuals good chance can succeed. But for the other 2 sets Yi Bing Ding and Ren Xin Gui, it needs to be 1 stem land in DM and side by side to be engendering.

With respect to mangpai, bazi classical is prefer Shen hour for strong individuals of water dm. This is another factor.

I checked using ZWDS shen hour's star is stronger with 杀破狼.

Yeah but just an opinion of 2 cents.

You're right, that chart does not qualify.  It's not a common chart structure, but if one has it, then (s)he must be super wealthy.
A question may arise "Is this the only super wealthy chart structure?" No, it's not the only structure. 

Having said that, what traditional Bazi calls "Follow Wealth structure" is not necessarily a chart with a lot of wealth, as traditional Bazi claims.

Yes, that is why some rules of traditional Ba Zi sometimes do not reflect reality.
What about this chart. Here is Officer in the Host position, Officer produced by Wealth combination, DM combines with wealth. This person should be rich?
