Update... I think there is an error with the posted chart. GMT for Georgia should be -5 instead of -6.

That is a historical research one needs to make to discern that. 
There were counties that wondered from timezone to timezone and we'd need to look into some historical sources to be sure which version is correct. They might have an error on astro.com, but it's also possible some specific Georgian areas were in central timezone. Timeanddate.com doesn't keep records for 1920s unfortunately. The database I am using is from a different souce, but tested on thousands of cases are no errors founds so far.
