Chen-Zi-Shen is a Water combination.  Referring to the invisible Zi: we don't really use the filled-in combination of Chen-(Water)-Shen, where a Zi can represent Water there.  However, Chen-Shen combination in Mangpai already strengthens the Water element, so Water is strong enough in this chart.
