Hi Taiyin, yes the Zi hour would lead to this high mobility, while the Chou hour would not. 

Compare his chart to Neil Armstrong's.  Both of them have Xu Day Branch and Zi Hour Branch.  Both of them are mobile.  Note that Neil was a pilot before he flew to the moon.

I’d definitely go with July 17th, 子 time.

Solar midnight in Penang on July 16th-17th 1970 was 12:54pm. If he was born at 1am, that puts him after midnight (so July 17th), in the second half of 子.
